If you want decorative stitches, quilt labels, and free-motion embroidery with a hoop, a JUKI HZL series machine can do that. Lower the feed dogs, use a decent hoop, keep the stabilizer honest, and you'll get clean results. The old view that JUKI home machines can't do embroidery comes from an era when decorative patterns were crude and tension control was finicky. That's changed in today's HZL models.

Industrial machines are built to be rebuilt. Home machines usually aren't. So when someone tells me they need the cheapest option, I ask three things: how many hours per week will this run, what materials, and who's maintaining it. The answers change the math.
Where you can safely save money
You can save money on accessories without much risk. Non-genuine needles are generally fine in most cases. But cheap thread is where I see budgets backfire. - Can you dedicate permanent floor space? An industrial machine on a table is a permanent installation. If it has to fold into a closet, that answers the question for you.
Mixed situation? If you're a home sewist who also takes small paying jobs, size the machine to the paying work. The hobby work will fit in around it.
When in doubt, pick the heavier workload scenario. That's a choice I've never seen anyone regret.
